School Safety

Many people have called in to the radio, on the shows for Supervisors, for School Board, and again for Sheriffs, bringing up resource officers in the schools. Here is an email I received from April Campbell.

Alice,

After listening to your radio show this morning with the
four candidates for sheriff, I found myself in question of
something. I am a student at Lord Fairfax Community College
here in Luray and I also have a 1st grader who attends Luray
Elementary, and another child who will be attending public
school next year. I am a concerned student, parent and
taxpayer in the county of Page. The lack of resource
officers in our schools is something that should be a top
priority and concern for all parents, teachers and
students.

Back to my question: If the county is so interested in
building 2 new schools, are they interested in protecting
the students who will be attending these 2 brand new
schools? And if not, why? Also, what do the board of
supervisors plan on doing to obtain the needed funds for
this project, or do they? If they do, when? Does a child,
student or teacher need to be hurt for someone to wake up
and realize that the protection of our educational
facilities should be a top priority?

To my county supervisor, Charles Hoke, will you be planning
on voting for providing the funds to the newly elected
sheriff of Page County for the protection of our precious
children?

I think that opening up a blog to address this concern,
could be a great asset to finding a solution to this serious
problem.

This morning on the radio show we heard that Sheriff Presgraves had asked for the budget for the officers. Last week with the school board we heard that the school board had not been given the task to propose anything for this. When John Rust was on the show he said the supervisors had sent this to some committee for a decision.

I was in the room when the Supervisors received the petition from 400 people to do something about this. That was months ago. No vote was taken and no action looks to be pending.

Your supervisors phone numbers are pasted on the main site under contacts.

This points out the problem of how do citizens get the attention of their supervisors.

I don't know what the process is from here.

Thanks for posting my email to the blog, Alice. I hope that more will take into account how serious a situation the lack of law enforcement in our school systems are. I challenge all to contact their supervisor and ask them, "why are our children not being protected?" "Why is it so important to build 2 new schools, but yet our old schools are not adequetly ran?" (In reference to law enforcement presence in the schools) Ask them all the questions that you can...it is their duty to respond. We voted them into office and they have a responsibility to us as citizens. Enough of the evasive, side-stepping of questions that are directed to them. Enough of the "we passed it on to the school board office." Who has not heard of it. Just my thoughts, I'm sure another 400 or so people would agree with me.

I never did.

Remember all projects are funded with tax dollars. More projects = more tax dollars.

I agree a school resource officer should be in every school. However, don't forget that the PARENTS need to play the roll of disciplinarian to their children. This don't happen in every home. Take a look at the recent bust in PA in the home of the 14 year old with an cache of weapons that could wipe out a small town. The mother bought him a 9mm assault rifle! What was she thinking? Law enforcement may be a great asset, but it all needs to start at HOME!

Chris says Yeah I would rather have my children safe than have a new county office building and so would every parent and member of this community besides the people who have to work in the old building.To them people DEAL WITH IT.Or lose your jobs we the people of Page are tired of your selfishness.Give the county resource officers not comfort for the County Employees.

My sister was attending Virginia Tech when all that crazy stuff happened down there. I saw how freaked out she was, and this person was an adult. Lets also not forget the person who walked into an amish schoolhouse and killed innocent little babies not too long ago. Please remember that it doesn't have to be children bringing weapons to school (although it does happen) But people can just walk in off of the street and hurt our babies. I would much rather have my tax dollars go to protecting our innocent children than building new schools.

Just a thought... The Town of Luray has its own School Resource Officer. It began on a grant program and is now funded by the Town of Luray. The Sheriff has never had a School Resource Officer in our schools in Luray! The County has never provided any funding for this Officer. The Town of Luray was the first ever to have a School Resource Officer program in Page County.

What about the other schools? Great if Luray has one provided by Luray, but what about the other schools in the county? It was a topic the other morning with the sheriffs, and many people had concerns about this.

I don't know how Luray's budget, compares to the other towns, and Page County as a whole, but I would think that because of Luray Caverns, Wal-mart, and all the other businesses and tourist attractions associated with Luray, that they would have more funding than other areas of the county. This is just my opinion.

A school resource officer is a trained police officer who is physically inside the schools. That way someone is there if anything happens. The officer usually also talks to the students and patrols the building and the grounds to keep an eye out for things, and sometimes might have training courses about various subjects of safety.

The school board has a budget and the county has a budget, and I don't know where the money would come from, which budget, for that.

Thanks Chris! That was just my point. Bad things can happen anywhere at anytime. I'm sure that Lancaster PA or Blacksburg VA didn't think that it would happen...but it did!
We had officers in school (provided by the sheriff's dept.) when I was there 7 years ago. The funding has just disappeared for them, and its not right. Where did it go???? Is it coming back??? They did make me feel safer, and I was happy that they were there. And since I was in school, things have gotten much uglier out there...our children are targets for sick-os, that is just a fact! It is up to us as parents to put them as our first priority always! Before new schools, new county office buildings etc. Resource officers in the school sends a sense of security throughout each school, and a parked police car out front of the building, says "we are protected." My goodness...schools in the city have metal detectors and all kinds of police presence...I don't think that asking for 1 officer for each school is too much. Wake up everyone...just b/c this is Page Co. doesn't mean something bad can't happen!

Luray was the first to ever have a School Resource Officer in its schools. The County or the Sheriff have never provided or help fund this position. On the other hand it is Luray officers we always see at our school athletic events never the Sheriff's Office. Why? As I understand also Luray even sends this Officer with the Seniors on the Senior Trip each year.

When I was in school, there were dozens of committed, educated, brave, dedicated adults there each day looking out for the welfare of the students, the teachers. I just can't see how one person walking around is going to make a change if something catasrophic happened.

Oh and by the way, I would bet that these 2 new schools will cause our taxes to go higher than a handful of resource officers in our schools. Oh wait a minute! They already have!!!

LAW ENFORCEMENT! <---they are trained and educated people ready to handle emergencies when they arise. If there were never an emergency, then there would never be a need for them. Teachers...students....hum...I don't think that any of them are trained how to handle guns, hostage situations...etc. Why such the hostility over protecting children?

Most of the infamous school shootings happened in small rural communities, just like us. Regardless of where, they all had one thing in common. No one ever thought it would happen there.

One untrained deputy in school sometimes. Every heart beat spurts out blood. How many heart beats does is take to get a deputy from Luray to Springfield? From Luray to Stanley? From Shenandoah to Grove Hill. If it was your child bleeding, do you want to wait for a State Police Team to come from Winchester?

Picture the one person that is the most special person in you life.

Now picture a deputy, one chance to save your loved one's life. Does the fact that Danny saved 20.00 a year on the cost of a gun mean a lot to you. Does the fact that Danny spent less on ammunition for training than what it takes to turn on the little league lights for a second, mean much to you.

For your information, the Town of Luray had its own emergency Response Team before some members of council and Sheriff Presgraves screwed the police department. The officers that made up this team was already employed as police officers. The team was formed from certain officers and they were trained to handle special situations. They did not get paid any extra money for being on this team. These were dedicated officers who wanted to better serve and protect its citizens. So, actually, the town was already paying the officer's salaries anyway. So where in the world did you come up with 300ks of salaries? The town was getting more for their money as it was. They were paying the same in salaries weather Luray had the Emergency Response Team or not. So it appears to me you have have no clue what you are talking about. Is what it cost about a year to fund the team. That is a small price to pay to protect our citizens and our school kids. How about the Sea Doo water Jet Ski that is parked in the Sheriff's Garage, or the 4- Wheeler that is used to "patrol" about 300 acres of Mountain Land in Naked Creek area by off duty deputies for a private citizen. They call it "training" when they do this. What about the 2500HD pick up the ECC "Director" uses to cruise town? Reed Beahm or Brenda Higgs never had that. Of course with the recent "party" maybe we won't see that truck quite as much in the near future. What about the deputies that live outside the county. One in Harrisonburg, two or three in Shenandoah County? Why should we have to pay for their gas to go acroos the mountain? If they live in the county fine. Someone made a comment about the fact that there were some vehicles hidden during the accredidation process....TRUE! A few at the Sheriff's house and a feew down behind the bus garage and one in Shenandoah County. Had the auditors found them, no accredidation. I'll bet they will check a little closer next time. So... a wasted expense..... Yea .. on have Sheriff Presgraves at the helm! Vote Wayne Petefish Nov. 6!

Go ask Stewart... He'll tell ya...or better yet, ask the Sheriff. I don't think if anything good happened there, Stewart, his wife and the other"person of interest" would not have been called to Abington the week after the "party". It will all come out in the wash even the "MINOR" details. You'll see.

Leave them alone, the Stewarts are not elected officials. Many people have parties that never end with guest being interviewed by the State Police and F.B.I. much less becoming witnesses in a Federal Investigation. A party among freinds, no problem until the Danny arrived. What happened after that is a result of his actions, not theirs. What happened was not suppose to leak out, but it did. Thanks to the law enforcment officers that called and reported it. If he can't obey the law while he is under Federal Investigation, then he is out of control.

I admire those with the courage to stand up and report what they knew. I respect the 4 deputies that said, no more, this has got to stop. It is those men and women that represent the counties law enfocement. It is those men and women that are deservant of the word, integrity. The men and women of the Page County sheriff's office, both past and present, who placed their oath of office higher than the position of sheriff. That is what we should be proud of. Ask those people who they will be voting for.

Yes... I have heard about the party as well. I didn't know that someone could be stupid enough to draw the spot light on themselves even brighter during the midst of a Federal Investigation. Of course the Sheriff believes that he is untouchable. I guess when you have that much of an ego you are in some sense untouchable. If he had any testicular fortitude at all he would come foward to the public and either confirm or deny the alligations against him...all of them! But I think he may be holding off to use his official office as a bargining tool if he is indicted. This party I think put the icing on the cake. Ask around, it is more public than you think. Especially in the world of law enforcement personnel. It was supposed to be kept secret but it leaked.... all the way to the U.S. Attorney's office.

Aug. 24, 2006 Essex, Vt. Christopher Williams, 27, looking for his ex-girlfriend at Essex Elementary School, shot two teachers, killing one and wounding another. Before going to the school, he had killed the ex-girlfriend's mother.

Sept. 26, 2006 Bailey, Colo. Adult male held six students hostage at Platte Canyon High School and then shot and killed Emily Keyes, 16, and himself.

Sept. 29, 2006 Cazenovia, Wis. A 15-year-old student shot and killed Weston School principal John Klang.

Oct. 3, 2006Nickel Mines, Pa. 32-year-old Carl Charles Roberts IV entered the one-room West Nickel Mines Amish School and shot 10 schoolgirls, ranging in age from 6 to 13 years old, and then himself. Five of the girls and Roberts died.

Jan. 3, 2007Tacoma, Wash. Douglas Chanthabouly, 18, shot fellow student Samnang Kok, 17, in the hallway of Henry Foss High School.

April 16, 2007Blacksburg, Va. A 23-year-old Virginia Tech student, Cho Seung-Hui, killed two in a dorm, then killed 30 more 2 hours later in a classroom building. His suicide brought the death toll to 33, making the shooting rampage the most deadly in U.S. history. Fifteen others were wounded.

Sept. 21, 2007Dover, Del. A Delaware State Univesity Freshman, Loyer D. Brandon, shot and wounded two other Freshman students on the University campus. Brandon is being charged with attempted murder, assault, reckless engagement, as well as a gun charge.

Oct. 10, 2007Cleveland, Ohio A 14-year-old student at a Cleveland high school, Asa H. Coon, shot and injured two students and two teachers before he shot and killed himself. The victims' injuries were not life-threatening.

Election 2007 Page County, VA Sheriff Presgraves still waits for someone else to do something

County officals and the sheriff are not the only ones to blame for the safety of our children. Remember the Study of Luray? Look what the town council did to that department, the citizens and our kids. In this thread they talk about school safety. Luray had everything they needed to perform this task, but the council abolished it. They had the first K-9 Unit and the First Emergency Response Team in the County and had it for many years until the Sheriff, two council members, a town manager, and Carroll Buracker destroyed it. And now everyone county wide is crying for more safety for our kids. Luray had it for years and was leading the way for the county. Luray had access to many dogs and would search the schools several times a year and they would assist other counties as well. That is what it is all about. Towns helping towns and counties helping counties. Luray had a K-9 handler that was a National handler and trainer. The Sheriff's Department and Shenandoah Police later added K-9 Units. The perfect siutation for the county slipped right through our officals hands. If Stanley would of added a dog, that would be at least 4 dogs for the county. They could of performed their own in-house training(Luray already had a certified trainer) and a K-9 would be on duty 24/7 county wide. And during special events, school searchs, or special criminal activity, you had access to 4 dogs without waiting hours for assistance from other agencies. And when the sheriff was running for his first term, Luray Police talked with him about forming a county wide Emergency Response Team along with Stanley and Shenandoah. He was all for it until he got elected and then he said it cost too much to fund. What a lie that was. And what a lier he is. Way to go Luray Council and the sheriff. What are you going to do about it now? Wait until another school shooting? Oh, wait, there was another one yesterday during a high school football game. Are we going to be next? All officals, county and towns need to get their heads out of the sand before they choke to death. I know we can't change the mistakes we make, but we can surely make it right and own up to them and correct them. Let's get it right for once.

School shootings did not just start in 2007. According to the time line above, school violence has been a growing problem for a long time. These are Page County Public Schools, and he hasn't done anything but ask for a few more people? How sad. I guess building houses and buying property is more profitable than being a caring sheriff. We need to put a sheriff in office that has no other economical interest except being sheriff. If he wants to build homes, he should get a contractor's license and get out of law enforcement. Whoops, another issue, he has built and sold several homes, shouldn't he already have a contractor's license.

I don't understand how having one officer in a school would do anything at all to prevent something like the school shootings we've heard about. If you look at each one, VT, Columbine, whatever, it was a person who was validly a student there. Having an officer there wouldn't have made any difference.

Yeah but what if it did make a difference. What if someone called the school at 8:25 in the morning and said there kid apparently took the guns out of the house. What if the kid was plannining something at 8:30 when he came to school. A officer there would be of great signifigence. Now it might not be a perfect solution. But the majority of the people want it. If you don't want your tax dollars going to it move away. The people want it they will get it.

How about the Sea Doo water Jet Ski that is parked in the Sheriff's Garage, or the 4- Wheeler that is used to "patrol" about 300 acres of Mountain Land in Naked Creek area by off duty deputies for a private citizen. They call it "training" when they do this.

Whose property are you talking about and does the property owner know anything about this? I know of only several people who own that much property and they know nothing about this. Is it really for a private citizen or for the deputies own personal pleasure, not training? Also the property is being torn up by 4 wheelers and maybe the wrong people have been blamed.

Was this a tactic used to get people's mind off the election or to show probable cause for added security to Page Schools? Either way it got someone's attention.
